12.7 Million People Enrolled in 2016 Marketplace Coverage: As of the January 31 enrollment deadline, the Department of Health and Human Services (HHS) announced that there had been around 12.7 million plan selections in the health insurance marketplaces. More than 9.6 million signed up in the 38 states using the HealthCare.gov enrollment platform, and 3.1 million picked plans in state-based marketplaces. HHS’ point-in-time snapshot includes individual totals for HealthCare.gov states and local media markets.

New Surveys Continue to Show Uninsured Rates Fell As Affordable Care Act Coverage Expansions Took Effect: The National Health Interview Survey, released on February 9, found that in first nine months of 2015, the uninsured rate among all Americans had fallen to 9.1 percent from 14.4 percent in 2013 before the coverage provisions under the Affordable Care Act took effect. Overall, states that expanded Medicaid show the biggest decline in uninsured rates, and in the past year, Arizona, California, Florida, Kentucky, and New York had the largest percentage declines in uninsured rates. Gallup meanwhile reports that from the end of 2013 to the end of 2015, the national uninsured rate for adults dropped by 5.2 percentage points to 11.9 percent. The declines were steepest for young adults, Latinos, African Americans, and Americans with incomes of $36,000 or less.

New Limited Special Enrollment Period for Certain Consumers: In guidance released on February 5, the Centers for Medicare and Medicaid Services (CMS) announced a Special Enrollment Period (SEP) for some uninsured individuals who were enrolled in 2014 but did not properly account for their tax credits when filing their 2014 taxes, thus making them ineligible for tax credits this year. Individuals in this situation will be able to enroll through March 31 if they file their 2014 taxes correctly. CMS estimates this “Failure to File and Reconcile” SEP applies to about 40,000 individuals.

New Guidance on Co-Ops: On January 27, CMS clarified that nonprofit issuers created under the Affordable Care Act’s co-op program can offer non-marketplace coverage as long as at least two-thirds of their plans are on the marketplace. In addition, CMS addressed financial requirements for co-ops.

State Enrollment Updates:

  • California: More than 425,000 new consumers had selected marketplace plans during the third open enrollment period (OE3) as of February 4, with two days left until the state’s extended deadline of February 6. This is on top of the 1.1 million re-enrollees.
  • Colorado: During OE3, more than 153,000 consumers enrolled in marketplace coverage, and over 58,000 enrolled in Medicaid and the state’s Children Health Insurance Program.
  • Kentucky: As of February 5, 93,000 Kentuckians were enrolled in marketplace coverage and 437,000 in expanded Medicaid.
