Enroll America increases capacity and doubles down on successful tactics, tools, and training to reach both the remaining uninsured and consumers renewing their coverage

WASHINGTON – With the third open enrollment period for the Affordable Care Act just weeks away, Enroll America and their 6,700 partners across all 50 states are gearing up to reach both the remaining uninsured and those who are renewing their coverage. Thanks to expanded efforts with community providers, fine-tuned outreach strategies, and new and improved digital tools, Enroll America will expand its reach into new states to provide information and enrollment resources to consumers who need to know about the quality, affordable health coverage options available to them.
“We’re proud of the work we’ve done in the first two enrollment periods to help millions enroll in coverage, but we’re not resting on our laurels. Our goal in year three is to identify the remaining obstacles for consumers to enroll in or renew their coverage, and take action to address those challenges,” said Anne Filipic, President of Enroll America. “We’ll bring our successful model to the communities that need it most, we’ll launch a cutting-edge digital tool to help consumers quickly understand what complicated insurance terms mean for their bottom line, and we’ll train partners to incorporate what we’ve learned into their programs so we can institutionalize the science of enrollment across the country.”
Working with Community Providers, Enroll America Will Add Staff in Areas of Need
In order to replicate its successful outreach model in new communities where the uninsured are likely to live, Enroll America is expanding its work with local providers and hospital systems to inform patients about their health coverage options under the Affordable Care Act. Enroll America will increase capacity in the 11 current states with staff, and add new staff in Alabama, Illinois, and South Carolina, targeting locations where providers frequently encounter uninsured patients. Upon intake and discharge at facilities, patients will be asked to indicate whether they want more information about their options. Interested patients will be added to Enroll America’s comprehensive follow-up program, and will receive phone calls, emails, and text messages providing information about the Affordable Care Act and the resources available to help them get covered—including scheduling an appointment to meet with an in-person assister to help them through the enrollment process.
New and Improved Digital Tools Will Connect Consumers to Coverage Easier Than Ever Before
For the upcoming open enrollment period, Enroll America will launch the Get Covered Plan Explorer, a web-based tool created in partnership with Clear Health Analytics and HealthSherpa that will allow consumers to easily compare the plans available to them on the Health Insurance Marketplace. The Get Covered Plan Explorer is unique in that it gives users a personalized estimate of their health-care costs for the year – as well as whether their prescription drugs and preferred doctors are covered – under each Marketplace plan available to them, based on a few short questions about the user and their health status. That simple estimate (which considers premiums, tax credits, and out-of-pocket costs based on expected health care usage) is produced by a predictive model built using state-of-the-art artificial intelligence technology. The Get Covered Plan Explorer does not recommend or rank plans; instead, it provides clear, easy-to-understand information about the plans available so consumers can make informed decisions about what option is best for them and their family.
Enroll America will continue to offer its successful digital tool, the Get Covered Connector, to allow consumers to easily schedule free appointments with in-person enrollment assisters in communities across the country. During the third open enrollment period, there will be 1 million appointments available on the Connector, providing ample options for consumers to find the day, time, and location that works best for them. Enroll America expects that over 200,000 appointments will be filled leading up to and during the open enrollment period.
Field Team Will Continue to Identify and Reach Consumers Directly and Train Partners to Replicate Successful Outreach Model
During the third open enrollment period, Enroll America will build on its most successful consumer outreach tactics with the help of more than 6,700 dedicated partners across all 50 states. Using its cutting-edge data model and active on-the-ground presence, Enroll America will continue to identify consumers likely to be uninsured and encourage them to sign up. Because repeated follow-up is key to moving a consumer to action, Enroll America will continue its successful “chase” program through contacting consumers via phone calls and digital engagement to make sure they get covered and stay covered.
Through the new Get Covered Academy training program, Enroll America will provide in-depth training and ongoing coaching to more than 100 partner organizations in 16 states. With the support of the Robert Wood Johnson Foundation, Enroll America launched the Academy to provide a comprehensive new suite of training, coaching, and on-going support on topics ranging from consumer engagement, to using data targeting and digital tools. Organizations will use proven strategies to craft a specialized outreach plan tailored to the population they are trying to reach. The goal of the program is to institutionalize the best practices Enroll America has learned and train local organizations how to implement the most successful enrollment tactics in their community. Because Academy trainees will be crafting and implementing their specialized outreach plans, these partners will expand the capacity of the enrollment coalition across the country during the third open enrollment period and beyond.
