Data collection

We have spent a lot of time at Enroll America both directly connecting with consumers and supporting other organizations in their outreach around affordable health care. Below, you will find template resources based upon the best practices that we have tracked in this outreach. You can find example scripts, sign-in and tally sheets, and other materials that can be adapted for your own organization. This document is used to recruit volunteers to help you execute your outreach strategies.  We recommend that organizations provide several opportunities for volunteers to engage with your campaign, and that you recruit them to come to specific events where they can help. These events can be Door-Knocking Events where volunteers will go door-to-door in a community to talk directly to consumers, Phone-Calling Shifts where volunteers can call through a list of likely uninsured consumers or follow up with previously identified consumers, Outreach & Education events where consumers can learn more about their options, or many other types of volunteer events.

This is a script that can be used when reaching out to consumers with whom you have not spoken. The main goal is to learn whether consumers are insured or not, and any additional information that could be helpful in connecting them with resources to get new or better coverage. There are several optional script elements in this document that you can use or disregard based upon your own program.

A Tally Sheet is used to count the consumers you’ve reached out to. Enroll America heavily endorses data-driven outreach, and part of being a data driven campaign involves tracking your work quantitatively. This Tally Sheet can help you to track your program and reward your outreach staff and volunteers when they hit their goals.

This Sign-In sheet template is very similar to the one that we use in our own program.  This sign-in sheet contains fields for the main pieces of information that are necessary to track individual consumers using Get Covered Data, with an editable column to allow you to track whether consumers have told you that they are interested in volunteering, or possibly that they do not have health insurance.
