Using Data and Partnerships To Make Coloradans More Likely to Enroll

Through Enroll America’s work across the country, we’ve learned how to best tailor our enrollment efforts to meet the unique dynamics of a given region, state, or locality. But whether working in a federally facilitated marketplace or a state-based marketplace, partnerships are key to conducting successful outreach to the uninsured during OE2.

Through funding provided by the Colorado Health Foundation, Enroll America is working closely with 14 different organizations in Colorado to provide training and access to Enroll America’s database tool, Get Covered Data (GCD). Each group is incorporating GCD into their outreach and enrollment strategies, and by coordinating to follow up with consumers multiple times, they make those Coloradans more likely to enroll.

For example, one exciting outcome of this partnership began when the Piton Foundation mailed 75,000 postcards (see below) to households in Colorado to let them know about the free and low-cost health coverage options available to them. The mailing list of likely uninsured Colorado residents was created using GCD.

Staff and volunteers at the Aurora Coverage Assistance Network, the Center for African American Health (CAAH), Doctors Care, the North Colorado Health Alliance, and the Colorado Consumer Health Initiative are calling households who received the postcards to answer questions and encourage family members to enroll in coverage. These partner organizations recently received training from Enroll America on the importance of follow-up, as multiple calls and emails can help encourage uninsured Coloradans to take the steps needed to get enrolled. We also trained these partners on how to effectively use scripts for outreach calls.

Most of these organizations have previous experience in connecting consumers to coverage. For example, CAAH enrolled consumers that came to their health fairs and classes. Now the staff is eager to engage people in their community they haven’t met yet and who may not know about available health insurance options. GCD enables CAAH staff to focus their calls on those people they haven’t interacted with previously and who are likely to be uninsured. By using GCD, CAAH can also keep track of the calls and conversations they have.

With the support of the Colorado Health Foundation, Enroll America and community organizations in Colorado are working together to engage consumers. Through teamwork, these organizations will be able to expand their reach across the state, and achieve together what they would not have been able to do on their own.
